Wow what a question!
Well I guess we will start at the first question

1. Who in the Bible say God does not hear a sinner?
Answer: Jn 9:31   The blind man who was healed by Jesus made that statement.
1 Pet. 3:12    For the eyes of the Lord are over the righteous, and his ears are open unto their prayers: but the face of the Lord is against them that do evil.

2. If he doesnt hear a sinner, How does a sinner come to know him?
  Answer: Obedience   James 1:22   But be ye doers of the word, and not hearers only, deceiving your own selves.
  Rom. 10:14   How then shall they call on him in whom they have not believed? and how shall they believe in him of whom they have not heard? and how shall they hear without a preacher?  And how shall they preach, except they be sent? as it is written, How beautiful are the feet of them that preach the gospel of peace, and bring glad tidings of good things!
3.  Who told the Spirit of the Lord to send Philip to the Ethiopian Eunuch?
  Answer:  The Spirit of the Lord did'nt tell Philip to go, it was an Angel.
   Acts. 8:26   And the Angel of the Lord spake unto Philip, saying Arise, ....
4. Was'nt he a sinner?      YES
5. Was'nt Cornelius a sinner?     YES

  If you noticed, it was the gospel that saved both of them, not prayer!!!!  Both of them heard the Gospel, both of them believed the Gospel, both of them OBEYED the Gospel. Remember hearing a prayer is totally different, from responding to them in the way of salvation. The scriptures even point toward the fact that God sends blessings on the just and unjust. Meaning those who deserve it, and those who do not deserve it!!!!!
Just because a person gets a blessing from God, does'nt mean that their on the same page. Al Capone was rich and famous, but his works and heart was far from God. A man will always remain a sinner until he has his sins washed away.  Acts. 22:16
