Charlotte was born in Martin, TN.  She grew up in Bristol, TN, and Huntsville, AL.  She graduated from high school at Madison Academy in Huntsville, AL.  She attended Memphis State University before transferring to Kent State University, where she graduated with a B.S. in Education.  Charlotte married Dan C. Bailey in 1974.  They have four children, and 3 grandchildren.  Her hobbies include reading, watching the Atlanta Braves, and spending time with family.
